President's Welcome

Welcome to the official website of the Government Finance Officers Association of Texas (GFOAT).  GFOAT is a professional association whose mission is to enhance the quality of local government finance, to assist and support local government finance professionals in Texas, and to promote the public service profession. 

GFOAT seeks to serve its membership in a variety of ways.  The organization provides educational opportunities on a statewide basis that are designed to increase the members’ knowledge and professionalism.  Regional seminars are encouraged and the development of this web site assists in meeting this goal, as well.  We invite you to tour our site and investigate the resources that are available. 

GFOAT is blessed with the support of a large group of organizations and individuals who contribute financially, as well as lending their expertise to us.  If you are interested in joining them in sponsoring our organization, information can be found through this web site.

Message: Our City has a Health Retirement Account in which the City is required to place a fixed dollar amount each year in the account for the employees that participate in this medical plan. This year we established a non-profit trust account to hold these funds in order to avoid taxation per Chapter 222 of the Texas Insurance Code. Now we are determining if this account will need to be reflected as a non-profit trust in the fiduciary fund. Does any other city have this type of account? If so, how do you report on your financials?
